Observation

2)a) Staff were not meeting staff-child ratio requirements on the playground as one of them was on the side of the building at the classroom door talking with staff inside the building, not on the playground with the children. This left only one staff person in the playground area with over 10 pre-school age children. Complaint is 'valid' for failure to meet staff-child ratios during outdoor play activities. 5)c)vii) Staff were not providing active supervision to all of the children during outdoor play as required. At the time of a child injury, one staff person was not actively supervising as they were at the classroom door on the side of the building and could not see most of the children on the playground from that location. The other staff person was on the other side of a play structure and was unable to see the children on the opposite side of the structure. Complaint is 'valid' for failure to provide active supervision during outdoor play.
